CESA 1 is committed to providing rich services and expert consultation to districts and schools in our region in order to meet the cultural and linguistic needs of English learners (ELs).

CESA 1 has experienced English Learner (EL) consultants who can deliver professional development and technical assistance for district and school staff to increase academic achievement and English proficiency in students with EL needs. The training can be delivered at our office or in-district. Topics include:
- ACCESS for ELLs and WIDA Screener trainings
- Understanding ACCESS for ELLS and WIDA Screener scores
- Scaffolded and differentiated instruction
- Effective instructional strategies and interventions for ELs
- Creating an effective EL program
- Creating and reviewing an EL handbook
- Developing Individual Language/Learning Plans
- Understanding and implementing ELD Standards
- Supporting newcomers
- Co-teaching professional development/planning/coaching
- EL District Service Needs Analysis
- Dual language PD and consultation
- Supporting EL Families/Community
- Co-Supporting ELs through the WIDA 2020 ELD Standards Framework

Title III Consortium
Any district that receives Title III funds is eligible to join the CESA 1 Title III Consortium. If your school district is eligible for less than $10,000 in Title III funds, you must join a consortium in order to access those funds. Essentially, the purpose of the Consortium is to pool monies that individual districts would be unable to access on their own, in order to meet the needs of their English learners (ELs).
Districts choose to become a member of the CESA 1 Title III Consortium by clicking that choice in the online ESSA Consolidated Application. Districts may elect to be either flow-through or participating.
English Learner Network
The English Learner (EL) Network provides teachers, coordinators, and other staff members working with English Learners an opportunity to share ideas and concerns and to develop new approaches and solutions for working with ELs. The network also shares updates from DPI, WIDA, and ESSA with members.
Each of the meetings will have a specific focus, and participants are invited to share resources. The group has an opportunity to engage in a book study each year.
